The Santa Clara County Library District has been repeatedly recognized as a Star library by Library Journal with its most recent ranking of five stars making it one of the top library systems on its size in the county.[2] As of 2022[update], the Santa Clara County Library had a combined collection totaling more than 2.5 million items and served a combined population of 447,541.

In July 1914, Santa Clara County began operating a county library.[3] Stella Huntington was appointed the first County Librarian and to begin operations, she purchased a typewriter, dictionary, and a desk with two chairs. In the first year of service the collection consisted of "6,127 books and reached a circulation of 49,048."[4] Two years earlier, a one-cent tax had been levied for the purpose of supporting a county library. It provided $3,700 for the first year of operation. Seventeen branches were opened; the population of Santa Clara County at that time was approximately 90,000.
In 1994 voters approved an annual parcel assessment to fund the nine libraries that make up the Santa Clara County Library District by over a two-thirds majority vote. This ten-year assessment expired in June 2005. The measure also created a special library district that shifted governance from the County Board of Supervisors to a Joint Powers Authority. The JPA Board consists of representatives from each of the nine city councils and two members of the Santa Clara County Board of Supervisors.

Online offerings helped the district keep its five-star rating in 2022 and retain its title as a Star Library for the 15th straight year. The Library Journal ranked the district second overall among U.S. library systems with budgets of more than $30 million. The district was fifth in the rankings in 2021.
Santa Clara County Library District (SCCLD) is partnering with all of the public school districts in our service area to offer free library eAccounts to all K-12 students. The Library engaged with Civic Technologies to produce a District Planning Profile in order to support the planning of services, events, and to enable target marketing to be developed to encourage district residents to become new library card holders. This Request for Proposal (RFP) is requesting proposals from vendors (qualified firms or independent consultants) to utilize this very current data to maximize the marketing effectiveness during the next several months. The Library is requesting a targeted marketing program design and services to build our customer base.
The Library expects the consultant or firm awarded this Agreement to review our District Planning Profile and other internal statistical reports in order to provide a marketing plan that will increase the number of library card holders in the district.
